CRAN and GitHub versions failed to install WIN11 #133

I have installed TORCH correctly (it runs just fine) and I could even see a statement (during its reinstallations to solve the LUZ non-zero exit status) something like TORCH being renamed to TORCHPKG -- if that helps. I still keep getting the error below, regardless of installation source (as per title of post). Any help is appreciated.
