SteamVR 2.4.4 fix #27

Changes are:

  1. Updating LibOVR from 1.55 to 1.64 (fix for SteamVR 2.4.4)
  2. Added logging if initializing LibOVR fails
  3. Made the "Render In Headset" toggle togglable in the GUI

The merge looks good, I'll try and get a rebuild done tonight so there are updated release binaries.

I should also make it so that when external tracking is enabled we don't even try to open the oculus api from within steam vr
