Introduces a simple argument parser parse_arse - it will grow more complex with time and could be used as a substitute for mathworks parser.

This pull request also changes a few more things:

some functions start using parse_arse already (db_checkfields is the first one)
db_checkfields is substituted in some places with simpler and faster femp
a basic testing script is added to \tests - we will have more tests coming in the future
