What steps will reproduce the problem?
1. Go here https://developers.google.com/apis-explorer/#p/plusDomains/v1/
2. Select Authorize requests using OAuth 2.0 and authorized all
3. Select plusDomains.people.list
4. UserId: me or userId number
5. collection: visible or connected

What is the expected output?
a list of the people in the circles for thath user
What do you see instead?
403 forbidden
