Move Node.js code to a separate repository before v1 #52

Actions documentation recommends keeping only the Action code in the repo, and since it's not possible to release to marketplace via API it makes more sense to keep the code that is published to npm on a separate repo. Waiting for v1 because npm doesn't deal very nicely with v0 releases.
