Add language support to XML output #151

The language support is only added in HTML output, would be nice to extend this to the XML as well, although RFC are only english it might be nice to support other langs as well

this is mostly in the citation where you can now say:

section 5, or see, section 5, etc. I would be nice if 'see' and 'section' could be specified in the document's language. This requires supported in lang/lang.go.
