In the manual output footnotes are outputted in a "Notes" section, we can do the same in the xml/xml2 renderers, same code (almost) can even be used.
This would be inserted just before the {backmatter} similar to the place of the bibliography, but on the opposite site.

let's not do this and stick to what's supported in rfc 7991 (and -bis) documents
