ChartLayoutInterface should accept doubles instead of ints #57

The various functions (getYLocation, etc) on the ChartLayoutInterface class 
should take a double instead of a int, otherwise it is no possible to precisely 
position overlays. 

I checked and in Javascript it works fine if I pass a double to the function.
