Add react firebase hooks

Resolves #14

There's an included ADR with a description of why the choice was made to switch to react-firebase-hooks. Note that there's also reactfire, which I found out about while writing this PR. I may investigate and switch to that later, but for now, the set of hooks in react-firebase-hooks is robust and convenient enough to move forward.
