CDW: Add steps for RAZ authorization for S3 bucket in Instructor Guide #2

cdp-tf-quickstart and terraform-cdp-modules are having raz_enabled as true by default. If we consider the same then we may need to add up steps for enabling the RAZ authorization for the S3 bucket. If we can somehow disable the RAZ on the created env (not possible for pre-created env, can only be configured during env creation) then no action is needed. https://docs.cloudera.com/management-console/cloud/fine-grained-access-control-aws/topics/raz-aws-create-ranger-policy.html

Please provide a description to the issue. Also, let us disable RAZ authentication while we register the environment. This was disabled previously and we do not need it.
