Request: add Google-Cast (ChromeCast) emulator for the PC #411

I wish to have an emulator of ChromeCast for the PC, that will function exactly 
as ChromeCast .

Reasons:

1. Not all of us have ChromeCast or can even buy it.

2. As an Android developer who wanted to develop an app that uses ChromeCast 
API, it's quite annoying to have PC, smartphone, TV, and a dongle next to us, 
and look at 3 screens all the time.

3. It could be much easier to debug when looking on the PC

4. It might even be useful for end users to watch videos casted to the PC, and 
some might even do it by connecting the laptop to the TV (plus some TVs don't 
have USB/HDMI) . 

I've tried finding such a thing, but none of the apps I've found worked well 
(or at all) : 
1. "CR Cast" plugin for chrome - only YouTube casting worked.
2. Leapcast - python based app, which for some reason I've failed to compile, 
plus it's based on deprecated methods.
3. If you have another device, "CheapCast" was also a nice solution, but it's 
not developed anymore.

It could also be nice to have an app for Android that operates as a ChromeCast 
dongle.
I think that such an emulator should support both the Cast-SDK and 
"RemotePlaybackClient" , so that we could cast to ChromeCast even without 
having the google-play-services.

A Receiver API for Windows, or even simply being able to apply to partner with 
Google and get the necessary private key/certificate, would open up third party 
applications to provide this sort of functionality. It would be great to have 
GoogleCast become a real broadly usable standard for mirroring functioning, as 
an open alternative to Airplay.
