GLS parameter #14

Is GLS parameter(Tau) general enough for different kind of problems? A 
literature search for GLS parameter should be done.

The current implementation of GLS is from Donea and Huerta's book, which 
provide details only for the Stokes equation, not N-S. Literature search showed 
that people use an additional stabilization term that we are not using. Also 
their Tau parameter is different that what we use.

Issues related to the old segregated solver are being closed as WONTFIX.
