User roles: Italics are used #59

Issue Description: Text is italicized here and there. People with dyslexia or other reading disorders may find it difficult to read italicized text. In Canada.ca content style guide, it states Don't use italics to emphasize a word or phrase (use bold sparingly instead). This issue applies to all the pages that have italics.

Steps to reproduce: Visually check.

Expected results: Emphasize a word or phrase using bold not italics.
