Description of the issue or change request

How to capture geolocation for devices, including deployments? Certaibly, 
deployments should provide geolocation information associated with the 
deplyment itself and the contained devices. Should devices have their own 
location independent of deployments?

Are there any appropriate geospatial ontologies that we could leverage?
