API operation to modify a term in vocabulary #36

Whether or not a new version of vocabulary is generated depends on the status of the vocabulary:

vocab status	new version?
draft	no
unstable	no
testing	param
stable	yes
deprecated	yes
archaic	yes

param means that a parameter can be used to explicitly indicate the desired effect.
