Move mmisw.org/ont away from TAMU-CC #187

Find another hosting authority for the MMI ORR, move the code/deployment there, get it running, and transfer the domain name to point at the new address.

After a few false starts, the MMI ORR site is now up and running on DigitalOcean web hosting machines.

The domain name registrar is TierraNet, but it points to DigitalOcean DNS resolvers so that DigitalOcean can be the source of truth for the domain records.

The IP address is 161.35.239.243.

The site is running v3.9.82 of the ORR portal software.

All services are configured and operational including password recovery (using gmail SMTP service), email notifications of new accounts and ontologies (sending to mmi.mmiorr@gmail.com), and the automated processing of new CF releases.
