duplicate ontology URI not checked at creation #70

Reproducing:

create a new vocabulary or mapping
in the initial dialog specify a URI that's already taken

Expected:

immediate error about the duplicate URI so the user can proceed with fixing (or perhaps opting to load the intended existing ontology if that's actually the case)

What happens instead:

the tool allows to continue the creation, so the error is "postponed" until trying to complete the registration itself. A lot of work could be lost!
