Set up SSL (and redirection?) so that COR supports SSL and serves https (and redirects http) IRIs

Not sure I understand this ... the SSL concern is for the server hosting the ORR instance, and seems like https://github.com/ESIPFed/cor/issues/37 already captures the need for COR(?)
