the only thing I can think of atm is a container-based solution.

Maybe also needs to handle account info in an easier way than tfvars?

some deps (!):

terraform
tfutil(go), tf(bash), or some python-terraform-based wrapper to handle layers?
gym_terraform python library for the gym intself
doctl, gcloud, awscli (?) not a hard dep
kubectl
helm
...?

in gcp, cloudshell has terraform, helm, kubect, etc already installed... so:

other base providers, not sure
