Config templates

Note:

• templates can be supposedly be transformed into actual gaia config via: https://www.terraform.io/docs/configuration/functions/templatefile.html
• string templates according to: https://www.terraform.io/docs/configuration/expressions.html#string-templates
• config generated via gaiad version 2.0.3

validator:

• validator.moniker
• validator.sentries
