how to Reinstall binaries/configs? #1871

i'm attempting to do this to fix some problems i'm having but i can't locate 
this

Menu->Setup->Menu->Reinstall binaries/configs <-- what i'm expecting to see

but instead i just see:

menu -> settings, and then just the regular settings menu
