Log file unavailable #1899

What steps will reproduce the problem
1. Start wifi tether
2. Receive error on start up check log file
3. Go to check log file and it is unavailable

What is the expected output? What do you see instead?
In all cases and all settings get an error on startup and to check log files. 
Go yo check log file and it says not available

Please provide any additional information below.
