Super slow and inconsistant speed without settings and phone reset #1909

Which device (manufacturer, type)?
Galaxy S3
Which firmware is installed?
4.12 stock rom
What version of wireless tether are you using?
3.4 experimental
What steps will reproduce the problem?

My Win7 Laptop will only see wifi on S4 profile. The speed will be VERY slow 
even with full bars 4G. Speed will bounce up and down between like 15k and 400k 
like it is throttled. Overall the speed is very poor and basic sites can take a 
minute or two to load. I had flawless lightning speed with my Evo 3D with the 
same app.

To get solid speed this seems to work, but I do not know why.

1. Switch the profile to S3. Then switch the profile to S4
2. Restart the phone and restart Android Wifi Tether
3. Fast speed is back until I shut down Wifi. Then I have to repeat the process 
if I want bearable internet speed later on.

I have no idea why this is. I know there are tons of issues with the new 
Samsung phones and the latest Android version.
