it seems it always is present in Windows 10

It does not work on Windows 7. wcap uses new Windows 10 API that is present only in Windows 10 version 1903, May 2019 Update (19H1) and newer.

You need to ask that to Microsoft. They implemented Windows.Graphics.Capture API only for Windows 10. If they will implement that for Windows 7 as update, then wcap can support it, otherwise there's no way to make it work on Win7. I would gladly support it on Win7 if that would be possible.
