Allow to accumulated measurement of hardware counters #1

When using markers it should be possible to accumulate a measurement
with multiple calls to the library.

Issue solved with new rewritten Perfmon module.

The counters are now accumulated inside the Marker API.
Exchange with the Wrapper app is still by file.
