Ability to delegate certain STARS/ SIDS to other controllers during multiplayer #133

I haven't looked into this too much, but I'll see what I can do.

This can be done in rw with fix pairs. A80 is a great example. They have 3 departure sectors and who owns which fixes can be easily adjusted via automation. More common and related is de consolidating and consolidating positions. Eg, someone is closing position and it will be consolidated to another active position.
