APO fixes #215

How it should be: 1) APO initiator will show "PO" and the position symbol...not the subset and position symbol. On Vice it'd show "PO1F"...should only show "POF". (Fun note...I tested it with a position labeled "PE" and got "POPE" -- lol). If APO accepted, "PO" will flash for around 6sec at initiators scope. "PO" will not remain at approving controllers scope...it'll just stay as a yellow FDB.

2) If APO is unable, "UN" only displays is originator's tag as flashing until you click on it at which point "UN" is removed.

3) In rw there is a third option for APOs...accept as a handoff. Position getting the APO would click handoff (F5), slew and click. The PO indicator is removed from APO initiators tag and it looks like any other handoff that was accepted (flashes for a few seconds and remains white until clicked).

Also: When the APO is flashing at receiver's scope, the position symbol flashes just like the data tag. Right now it doesn't on Vice.
