this is needed for e.g. KSEA ELMAA4. On the navigation side, presumably a lot of code used for intercepting localizers can be generalized and reused.

Once this is supported in the navigation code, then we should enhance the ARINC-424 parser to handle that as well.

And also just fly one, e.g. the BOI3 departure from KBOI.
