new ipc options #26

+  $allowipcpid  = []
+  $allowipcuser = []
+  $ipc_seg_size = undef

updates from mmz and thomasvs merged.

plus some automatic whitespace cleanup and a linting fix.

unfortunately this includes also again the name and url updates. If mmz-srf/puppet-rkunter is maintained and updated on the forge again, we could stop our fork.
