Is the Education Org ID for the “to course” always “999999000” when creating a reference to the SEA?
Will the state update the API to contain the SEA course codes? (When we tried sending a course association to one, it couldn’t be created because the state course codes don’t exist as “Course” records.)
Yes, when creating CourseCourseAssociation records between the district Courses (or Direct Pay Courses) and State Level Courses, the org ID in the "to course" is always 999999000. We need to make this more clear in step 8 of the course section.
Make sure you are working with a sandbox created after April 12, 2021. Minimal sandboxes should have approximately 1620 SEA-defined courses loaded into the course resource. Refer to the SEA Defined Courses section of the Descriptors and Resources document for information about how to query the Ed-Fi API for these courses.
