MAINT: Release 1.5 #197

Let's make sure this builds. Draft until 1.5 lands on conda-forge, then we update here and merge.

@hoechenberger at the macOS signing step of https://github.com/mne-tools/mne-installers/releases/tag/v1.5.0 I'm now getting:

Conducting pre-submission checks for MNE-Python-1.5.0_0-macOS_Intel.pkg and initiating connection to the Apple notary service...
Error: HTTP status code: 403. A required agreement is missing or has expired. This request requires an in-effect agreement that has not been signed or has expired. Ensure your team has signed the necessary legal agreements and that they are not expired.

We need these for the 1.5 release, any ideas?

@larsoner Apple has updated the developer agreement. I just accepted the new terms. Things should be working again now
