GitHub Actions now provides a runner on Apple Silicon via the macos-14 platform specifier, see https://docs.github.com/en/actions/using-github-hosted-runners/about-github-hosted-runners/about-github-hosted-runners#standard-github-hosted-runners-for-public-repositories
