Enable version banner #377

Reference issue

At some point the version banner disappeared, I am not sure when this happened.

Edit: The issue seems to be that the variable latest_version is not being populated by sphinx-multiversion when run on the CIs. This may be due to there only being a single branch being built (I only rebuild all docs when a new release is made). So have rewritten the if else statements to avoid this missing variable.
