separate sensors & actuators from VM. #5

At the moment these are far too tightly coupled. there should be some kind of interface between the VM itself and its sensor/actuator ports, but it shouldn't be all muddled in together.

This is particularly important for #4 where arithmetic stays same but hardware very different
