test_set_interior: improve netCDF comparison #3

Possibility: add --strict=[exact|loose] option. Could see arguments for any of the following defaults:

  1. exact (this is an exact comparison unless otherwise requested)
  2. loose (this is a round-off level comparison unless otherwise requested)
  3. None (--strict is a required argument)

Added this feature in cdcef93 and then updated run_test_suite.sh to compare results between 1, 2, and 5 instances in 583a0df. Still haven't added a baseline netcdf file to the repository.
