Update UpmPackageVersionEx.cs to work in Unity 2022.3 LTS #133

Added define UNITY_2022_3 in the UpmPackageVersionEx file. This update makes the package work in the Unity 2022.3 LTS release.

(This is my first ever Pull Request, i don't know what to put in the name, about and title sections... i'm just guessing xD)

@HybelStudio Hello, although there is no error reported after updating #define CONSTRACTOR_V3, there is no UPM Icon in the window, do you know the reason?

@chaoslife Sorry for such a horrendously late reply. As of right now, i do not know why that is and it would be nice if that worked, but for my use case it's fine without it.
