xrefs look the same, but do not work #8

the .. xref is a in a list in a page adoc. hyperlinks to the anchor fine. the **** xref is in the nav adoc. has a page not found error.

The xrefs are cut and paste. I think the challenge may be in how antora builds the links to anchors.

The problem went away but was not solved. After a few cut and pastes and a few builds the issue disappeared as mysteriously as it appeared.
