Publish artifact onto Maven Central #55

Suggest to publish the next release of caldav4j onto Maven Central.  Since you 
will hopefully be on Jackrabbit for the 0.8 release, all dependent artifacts at 
that point will be in Maven Central.

uPortal tripped over the recent (current?) osafoundation.org maven repo outage. 
 I'll be pursuing the process to get the caldav4j .jar version the Jasig 
(Apereo?) calendar portlet depends upon into Maven Central.

e+Central+Repository .  It continues to be preferable for caldav4j to make 
publish to Maven Central part of its release process, and to backfill Maven 
Central publication of currently existing releases, to ease the process of 
other software depending upon caldav4j.
