Updated lambda runtime to NODEJS_12_X since NODEJS_10_X is being deprecated #28

NODEJS_10_X is being deprecated end of July hence updating the runtime to v12: https://docs.aws.amazon.com/lambda/latest/dg/runtime-support-policy.html

Can now be closed. Duplicated by https://github.com/mobileposse/auto-delete-bucket/pull/31 which was merged.
