[WIP] EU UPPER & LOWER function updates WIP #16

SQLite 3.28.0 update on all platforms Android/iOS/macOS/Windows
Redefine UPPER & LOWER characters to support EU characters, using https://github.com/brodybits/sqlite3-eu-dev-wip for Android/iOS/macOS/Windows (Android NDK library rebuilt from https://github.com/litehelpers/Android-sqlite-evcore-native-driver-free/tree/eu-dev-wip)

P.S. Here are the quick testing instructions: uninstall old plugin version and install using the following command:

cordova plugin add https://github.com/mobilexag/cordova-sqlite-evplus-ext-free#brodybits-eu-upper-lower-wip1
