Quick fix of error messages on Windows #18

with minor test updates from cordova-sqlite-storage and litehelpers/Cordova-sqlite-evcore-extbuild-free

There is still a known issue with error reporting in case of constraint violations and bogus parameters on Windows. I would like to address these when I make some more updates in cordova-sqlite-storage and cordova-sqlite-evcore-extbuild-free.

we verified the changes from this PR on our side, the error messages on UWP are looking good.

Changes are now in tag 0.4.1. Thanks for testing.
