Used the basic Github Python workflow.

For now the test is using the extended line limit length compared to the strict PEP8 limit (79 characters). I think we can keep that extended limit with no harm but it's easy to change

Je ferme : l'historique de commits est affreux, et en plus le rebase a échoué pour une raison que je ne comprends pas. Repris en plus propre dans https://github.com/mobility-team/mobility/pull/29
