Interactions with the stock comms system when tilting Kerbin #1456

Reported by @NCommander: The plotting is off, the actual signal detection might not be. I think we observed similar plotting issues with the stock comms system.

@NCommander was unable to reproduce this, so was I, closing.

Note: the stock comms system seems to be garbled when Kerbin is tilted (which is not the case in RealSolarSystem since equatorial coordinates are used), so something at least in stock comms seems to be bypassing our toying with body frames.
