Rebasing behaves differently in flight and in tracking station #4032

If I create a flight plan, wait for some time, and rebase it in tracking station, the manoeuvre nodes will be shifted, making the flight plan useless. Rebasing in flight doesn't move manoeuvres, which I think is the correct behaviour.
