Minutes in sunrise/sunset times should be zero-padded #150

For the sunrise and sunset times, the minutes value should be zero-padded. For my locale (Pacific Daylight Time), today's sunset time is displaying as either "7:9 pm" (12-hour display) or "19:9" (24-hour display).

Distro: Linux Mint 17.3 (Rosa) 64-bit Cinnamon version: 2.8.8 Applet version: 1.12.4
