Allow themes to override global menu styles #66

This will allow theme artists to style the weather menu independently of other menus (as requested by @zagortenay333 in https://github.com/mockturtl/cinnamon-weather/issues/65#issuecomment-40321335 and https://github.com/collinss/cinnamon-places-center/issues/1#issuecomment-41427797)

  2. Assume I have no context at all.
    • What change did Cinnamon make? Who is affected?
    • Is it stable? (I see a lot of discussion, links that seem related)
    • What change do you want to see in the weather applet? How will it affect users of older Cinnamon versions?
