upgrading all plugins stalls or needs progress report #78

Description

When I try to upgrade all plugins, apparently nothing happens.

How to reproduce

Visit web UI
Go to Plugin Store view
Click "Update All" button
Expected behaviour

Notification pops up displaying progress of update, and which update step is currently active.

Actual behaviour

"Update All" button greys out, and no other progress is seen. No plugins update.

Ah, I just discovered https://forum.moddevices.com/t/plugin-store-update-all-doesnt-work/375/7. Emptying my pedalboard made the "update all" feature work. So this is a UI/UX bug.

I just upgraded to 1.2.1.175, emptied my pedalboard, went to the list of plugins, selected Installed only, clicked Update All, and the same problem happens. And AFAICS I don't have any unstable plugins installed. So this seems to be a more serious bug than previously described.

The behavior for this has changed in v1.3.0.

If no plugins have an update available, a message will appear saying so.
After all plugins are updated, a message saying so appears (same as before)
Plugins that are currently in use are not updated, but the update-all task is not stopped, the mod will continue to update the rest of the plugins
The update-all button is clickable again after the updates finish (even if some failed)
