Add hints about versions and install in Ubuntu. #30

I stumbled upon the issue that Ubuntu 21.10 doesn't have phantomJS and the version of Tornado is too new. Here are some hints about that for the README.

This might also "fix" or at least deliver a viable workaround for #25
