Its a shame to lose so many potential visitors to a GE-plugin-powered site, 
that cant install the plugin because of unsufficient user-rights.

The problem with this is that ActiveX-based plugins require admin rights to 
install.
That is, in order for the plugin to work in Internet Explorer, the user must 
have
admin rights. Until this is changed, we won't be able to fix this in the public 
version.

For Google Earth Enterprise customers, there is an installer version available 
that
doesn't require admin rights; feel free to contact Enterprise support for 
details.
