For cobalt, upgrading from T2 > T3 doesn't seem worth it. Check to see if this is an issue for other ores. Could either nerf T2 or buff T3.
Current T1: 12 > 12 T2: 12 > 18 +50% T3: 12 > 24 +33.3%
